Separate apostrophe marked contractions and clitics for en and fr

The original working rule was overwritten with a rule for German "omission
words" like "W'schaft", "M'gladbach', ... in:

For German we stick to the standard of *not* separating clitics and
contractions, however the changes for English end French words will
also be applied in the de tokenizer except for 's and 'n.
